We are seeking a Bid/Proposal Manager to lead and direct pursuits of high profile, multi-million dollar projects. If selected, you will be responsible for continuing Parsons’ reputation as one of the world’s leading technical and engineering firms.
The Bid Manager is typically responsible for managing an opportunity from qualification through to contract award, including value proposition / strategy development, solution development, commercial considerations, partner identification, and risk management. Responsibilities include the introduction and implementation of all necessary bid procedures, governance, and processes. This is a highly networked role that requires an ability to work under pressure and to challenging deadlines. It will require strong people management and commercial skills.

    • Develops bids and proposals for services in response to invitations to bid, and provides guidance to proposal team from inception to completion
    • Develops the pricing structure, as well as other contract terms and conditions
    • Reviews tender documents including detailed review of the Instructions to Tenderers, Scope of Work, key contract dates, commercial price forms and terms of payment
    • Leads the process of securing opportunities through the development of winning strategies and presentations
    • Manages virtual bid teams and inputs from a variety of stakeholders, typically involving contributions from technical teams, finance, commercial, legal and projects delivery
    • Manages the bid budget
    • Arranges all post bid reviews
    • Performs other responsibilities associated with this position as may be appropriate.


    • Bachelor’s degree from an accredited institution in engineering, architecture or business

    • 10+ years of experience, primarily within business development, or project management, and preferably with a large, multinational firm
    • Experience in leading win strategies and proposal effort
    • Successful track record of cultivating new and ongoing business development endeavors
    • A thorough understanding of proposal pricing, contract terminology, negotiations with potential clients, and the Company’s policies and business objectives, is required.
    • Must possess strong written and oral communication skills, including excellent presentation skills
    • Exceptional ability to drive the process of securing opportunities through the development of pursuit plans, bid strategy, bid structure and message creation, presentation development and coaching
